People who are in receipt of social benefits can apply for exemption from payment obligations. This applies, for example, to BAföG recipients who are no longer living with their parents. The application forms can be obtained online or be collected from the Seezeit Service Center. The application form must be accompanied by a certified copy of your BAföG notification. If you live in a shared flat, you must also provide the names of your cohabitants.
Please note: the issue date of the BAföG is highly significant. The application for exemption must be submitted with the notification within two months. In the event that the application is received beyond the two month time frame, the exemption or discount will only come into effect from the month following receipt of the application at the fee collections department of ARD, ZDF and Deutschlandfunk.

The completed application form must be accompanied by a copy of a certificate proving exemption from TV and radio licence fees and/or a copy of a BAföG notification. You can request an application form online.
You are awarded the social tariff if you are exempt from TV and radio licence fees and/or you are entitled to receive BAföG. It is better to apply for exemption from TV and radio licence fees before applying for the social tariff.
Some caution is necessary when living in shared accommodation - you must normally be the sole subscriber if you want to receive the social tariff without any difficulties.

In order to be given state subsidised social housing, you require a ‘Wohnberechtigungsschein’ (certificate of eligibility for public housing). Just as with other low-income groups, student parents have the right to be issued with a ‘Wohnberechtigungsschein’ as a matter of urgency. ID and proof of income are required to apply for this.
